ACRC to collect various opinions of people as to the Moon Administration’s Five-Year Comprehensive Anti-Corruption Measures

The Moon Administration’s Five-Year Comprehensive Anti-Corruption Measures will be established by reflecting public opinions gathered through on- and offline communication platforms, such as ‘People’s Idea Box on e-People.’

The Anti-Corruption and Civil Rights Commission (ACRC, Chairperson Pak Un Jong) announced on January 22 that it plans to collect various opinions from the public as to government tasks for curbing corruption and improving corruption-prone areas in both public and private sector via on- and offline communication channels, including the People’s Idea Box on e-People, by February 14 in order to reflect these public opinions into the establishment of the Five-Year Comprehensive Anti-Corruption Measures pushed for by the Moon Administration starting from this year.

The ACRC will gather diverse public opinions by February 14 through the People’s Idea Box on e-People (idea.epeople.go.kr), which is an online petition platform currently in operation for the people.

Every citizen can freely put forward their own opinions and ideas via the People’s Idea Box regarding measures for ▲ improving corruption-prone areas in the public and private sector, ▲ facilitating reports on corruption and public interest violations, ▲ establishing the system of anti-corruption management, and ▲ promoting integrity training programs for public officials and students.

② Policy operation through participation, communication, and cooperation

③ Establishment of the anti-corruption infrastructure

④ Improvement in corruption-prone areas in the public sector

⑤ Establishment of the anti-corruption management system

⑥ Improvement in corruption-prone areas in the private sector

⑦ Reinforcement of efforts to punish and crack down on wrongdoings

⑧ Strengthening of protection of corruption and public interest reporters

⑨ Advancement of substantiality of integrity education for public officials and citizens

⑩ Enhancement of anti-corruption cooperation and the national integrity level

The ACRC plans to request about 700,000 policy customers to participate in the survey and provide mobile gift certificates (e.g. Gifticon, etc.) as a giveaway to those who suggest the most practical and opportune policy alternatives to the People’s Idea Box so as to facilitate the active participation of citizens in putting forward their opinions.

In the meantime, the ACRC will not only heed the voices of those serving at the central administrative agencies, local governments, metropolitan and provincial offices of education, and state-owned companies, etc., but also listen to a broad variety of opinions from people of all spheres of life, including those from economic circles such as the Korea Chamber of Commerce & Industry and the Korea Federation of Small and Medium Business, etc., representatives of civil society organizations, and experts from the media and academia.

Opinions of the people, public officials, representatives from the economic circles and civil society organizations, and experts from the media and academia, etc. will be reviewed in depth and reflected into the Moon Administration’s comprehensive anti-corruption measures, which will be unveiled to the public and media after being confirmed during the discussions held by the public-private consultative body for transparent society, which is to be launched in March, and the president-convened anti-corruption policy consultative body.

The ACRC will designate a ministry responsible for the implementation of an individual anti-corruption measure developed by public participation and regularly look into the implementation process to remedy shortcomings therein, if any, through the anti-corruption consultative body in order to ensure that such measures are effectively implemented.

The Chairperson Pak Un Jong of the ACRC said that “the ACRC will take the lead in realizing a government that serves the people first and foremost, sparing no efforts to enable people to substantially take part in the overall process of formulation, execution, and evaluation of anti-corruption policy measures. She also added that “I hope to see many citizens participating in this opinion collection process to actively offer their constructive ideas and heartfelt words of advice regarding anti-corruption policies.”
