Removing corruption risks in the bylaws of public service-related organizations

ACRC signed the MOU with 6 public service-related organizations

The Anti-Corruption and Civil Rights Commission (ACRC) concluded a Memorandum of Understanding on the prevention of corruption with 6 public service-related organizations including Korea Land & Housing Corporation (LH) in Seoul on May 2nd.

Counterpart organizations include Korea Land & Housing Corporation, Korea Rural Community Cooperation (KRC), Korea Gas Corporation (KOGAS), Korea Airports Corporation (KAC), Small Enterprise and Market Service, and Social Security Information Service (SSiS).

The purpose of the MoU was to identify and rectify corruption-prone factors in organizational bylaws through cooperation between the ACRC and each of the six organizations.

 
The ACRC agreed with the counterpart organizations to cooperate to improve transparency in such areas as consigned/entrusted government work, budget waste, or abuse of position or power; to address frequently-raised complaints and resolve the public’s inconvenience; and to provide counseling on and conduct the Corruption Impact Assessment.

Furthermore, the ACRC and its counterpart organizations reached an agreement of operating a task force team within each organization to share information and make working-level cooperation, and coordinating mutual management and sharing of outcomes brought out by the MoU.

The ACRC will analyze corruption-prone factors in by-laws and articles of association of the counterpart organizations, while each organization’s audit and inspection unit will conduct voluntary in-house inspection of such factors. Based on the results of analysis and inspection, the counterpart organizations plan to improve the bylaws and articles of association by the end of the year.

ACRC Chairman Sung Yung-hoon commented at the signing ceremony that he expected the MoU would provide an opportunity to correct corruption-inducing factors through cooperation between the ACRC and public service-related organizations, eventually to resolve the public’s inconvenience and vitalize the economy.
