On February 27, 1401, King Taejong of the Joseon Dynasty ordered the establishment of a drum called "Sinmungo" to listen to the voices of the people who faced injustice. On February 27, 2012, the Commission proclaimed the date as the Anti-Corruption & Civil Rights Day to show its will to protect the rights of the people. Since 2013, a commemorative ceremony has been held with this year marking the 4th anniversary.

As part of the ceremony, awards were given to the people and organizations that contributed to enhancing the rights of the people or spreading of a culture of integrity in each sector of society. This year, a total of 45 government prizes and 68 ACRC citations were awarded to 12 organizations and 101 persons, including 3 merits and 2 medals.

Among the notable awardees was the corruption reporter Mr. A, who won the "Seongryu Medal," an order of civil merit, in the anti-corruption field. Mr. A significantly contributed to preventing the leakage of national finance by reporting on a military supplier of airplane ignition devices that swindled tens of billions of won by substituting its defect products with imported ones to pass the performance test.

Prosecutor Park Gwang-bae, head of the Nonsan Branch of Daejeon District Prosecutors' Office, was awarded a presidential citation in recognition of his contribution to the fight against corruption by investigating a swindling case related to a supply contract of Hyosung Group with Korea Electric Power Corporation. The person who reported this case was paid about KRW 1.1 billion, an all-time high reward for reporting corruption.

Another notable awardee was Professor Lee Kyeongseok of Soonchunhyang University Hospital in Cheonan. As a member of the ACRC special council under the Korean Medical Association, Professor Lee greatly contributed to promoting the rights of the people by providing medical advice on solving civil complaints.

In his commemorative speech, Sung Yung-hoon, Chairman of the ACRC, emphasized that protection of the people's rights requires the constant effort of the government and collaboration among all sectors of society and all citizens. He also stated, "The ACRC will make active efforts to create the eco-system of integrity, solve civil complaints in ways that the people can feel the changes, and advance communication with the people."
