"Anti-Corruption Week" events held to commemorate "International Anti-Corruption Day"

In commemoration of "International Anti-Corruption Day" (December 9), the ACRC held a variety of anti-corruption events from December 1 - 9 it designated as "Anti-Corruption Week."

On December 9, 2003, the signing ceremony of the United Nations Convention against Corruption was held in Merida, Mexico, and December 9 has since been celebrated worldwide as "International Anti-Corruption Day."

For "Anti-Corruption Week", the ACRC worked together with related organizations to prepare numerous anti-corruption programs including international events, nation-wide anti-corruption campaigns and community events aimed at spreading a culture of integrity.

On December 4, the ACRC and the UNDP Seoul Policy Centre co-hosted in Seoul a ceremony for the signing of a memorandum of understanding on anti-corruption cooperation between the ACRC and UNDP.

On the same day, the ACRC and the Corruption Eradication Commission of Indonesia organized the Korea-Indonesia Anti-Corruption Workshop in Jakarta, Indonesia.

In addition, the ACRC officials attended the Conference of the States Parties to the International Anti-Corruption Academy held on December 9 in Vienna, Austria, and the Anti-Corruption Compliance Asia Pacific Summit which took place on December 10 in Hong Kong, to express Korea’s strong will to fight corruption and share the progress achieved so far with other members of the international community.


Meanwhile, various public events were held for citizens, students, civil society groups and others to join and share ideas.

On December 7 in Sejong City, the ACRC hosted "Integrity Concert for Citizens," consisting of a popular music concert, dance performance with an orchestra, and Korean traditional folk drama based around the theme of integrity, as well as a award ceremony for best anti-corruption campaign materials.

The launching ceremony of the Council of Integrity Ombudsmen of public organizations was held in Seoul on December 9. In addition, "Korean Network for Anti-Corruption and Transparency", which is composed of more than 40 public organizations, business associations and civil society groups, ran anti-corruption campaigns across the country during the Anti-Corruption Week.

The ACRC also published "Code of Conduct Best Practice Casebook" and distributed it to 1,576 organizations including central and local government agencies and public service-related organizations.

The casebook includes exemplary codes of conduct implemented by each public organization. The cases are compiled in four categories: "guaranteeing fair performance of official duties", "promoting an ethical culture in the public sector", "reinforcing punishment for corrupt officials and providing incentives for public officials with merits in the anti-corruption field," and "spreading a culture of integrity through education and counseling."

Major representative cases include: "disclosure of employees who made undue solicitation for personnel affairs" of Incheon Metropolitan City, "prohibition of holding non-traded shares of suppliers" of Korea Hydro & Nuclear Power, "exclusion of employees with personal relationship and interests from field inspection" of Health Insurance Review & Assessment Service, "prohibition of receipt of honorarium for outside lectures by the head of organization in relation to public duties" of Postal Savings & Insurance Development Institute, "preferential treatment for workplace transfer and incentive payment for those with great anti-corruption records" of Gyeongsangnam-do Office of Education, and "operation of clean-supporters for consulting service on the code of conduct" of Korea Transportation Safety Authority.
