"Anti-corruption competitiveness" of public organizations rises for 2 consecutive years

The ACRC announced on January 16 the result of the 2013 Anti-Corruption Competitiveness Evaluation (ACE), designed to evaluate the levels of anti-corruption commitments and efforts of public organizations.

According to the evaluation result, the average score of all public organizations increased by 3.6% from 81.2 points in 2012 to 84.1 points in 2013. By type of organization, the scores of metropolitan and provincial governments and offices of education fell from the previous year while those of central government agencies and public service-related organizations rose.



The 2013 ACE assessed the anti-corruption and integrity activities that each public organization conducted from November 2012 to October 2013. The evaluation covered 225 public organizations including central government agencies, local governments, offices of education, and public service-related organizations.

The evaluation criteria consisted of 7 major categories such as "establishment of anti-corruption mechanisms." The scores of public organizations were rated out of 5 grades (1st to 5th grade) by type of organization, after applying weights by category.

The 2013 best organizations are the Ministry of Culture, Sports, and Tourism, Busan Metropolitan Government, Korea Workers’ Compensation and Welfare Service, Korea East•West Power, and Incheon International Airport Corporation.

Looking at the results by category, the categories whose score went up include: "improving policy transparency & credibility" (78.6 --> 84.3); "reducing corruption risks" (74.6 --> 79.3); "promoting a culture of integrity in the public service sector" (81.5 --> 92.0); and "anti-corruption achievements" (increase in the Integrity Index & number of corrupt officials, 78.1 --> 84.4). On the other hand, the scores for the other categories such as "establishment of anti-corruption mechanisms" (87.6 --> 86.3) and "prevention of corruption and promotion of whistleblowing" (91.5 --> 85.2) showed a decrease over the past year.

The ACRC plans to recommend the organizations and their employees with best results in the ACE as recipients of government awards, and provide incentives such as support for overseas anti-corruption training. In addition, the Commission will actively encourage the organizations that received a low score to exert more efforts to fight corruption by focusing on their implementation of follow-up measures.

In order to remove blind spots concerning corruption prevention, the ACRC will expand the target organizations to city and county governments over a certain size and national/public universities, as well as strengthen the evaluation on the affiliated agencies of supervisory agencies.

Furthermore, it will add new evaluation indexes that are related to major corruption issues such as welfare fraud, local corruption, and reckless management, and reflect the characteristics of each group of organizations to ensure that the evaluation satisfies the expectations of the people.
