The ACRC announced Integrity Assessment result of 2011

 

On December 14th, 2011, the ACRC, which conducts ‘Integrity Assessment’ on a annual basis, targeting public agencies, announced the assessment result of 670 public agencies, including central administrative organizations, local autonomous bodies, offices of education and public institutions.

The Integrity Level is decided based on the survey of the public agencies’ employees (63,745) and their service users (132,036) about corruptive experience, transparency and accountability. If any corrupt official or any act undermining confidence is detected during the assessment, it will take minus points to calculate the total Integrity Level.

The ACRC outsourced Hankook Research, Nielsen Company Korea and Media Research for the survey and it was conducted for 3 months (August 29 ~ November 11, 2011).

General Integrity Level of whole public agencies is 8.43 points on average out of 10. External and internal Integrity Levels increased little bit (0.07, 0.06 respectively), but the newly adopted (corrupt officials) or emphasized (confidence-hampering acts) rules to subtract points led to the decrease in the General Integrity Level  by 0.01 point, compared to 8.44 points in 2010.

According to the result, Multifunctional Administrative City Construction Agency, Ministry of Government Legislation and Statistics Korea were ranked at the highest level among the central administrative agencies.

Gyeongi-do was ranked at the highest level among metropolitan autonomous bodies and Gyeonsanbuk-do Office of Education, among metropolitan offices of education.

Also, Korea Housing-Finance Corporation, Busan Environmental Corporation and Korea Research Institute for Human Settlement were ranked at the highest among public service-related institutions.

 

The ACRC is going to exempt best Integrity Level agencies from 2012 survey, while recommending low integrity-level agencies to establish and implement their Integrity Improvement Plans.
