Kim Young-ran took office as the new Chairperson of the Anti-Corruption and Civil Rights Commission (ACRC) on January 3.

Chairperson Kim said in her inaugural speech, "although Korean society has been advanced to some extent, it is still suffering chronic problems." She expressed her firm determination to "help each one of Korean people not to yield to corruption."

"In fact, corruption is a significant social malaise and its harmful consequences are so serious as to shake the fate of a nation," the Chairperson said.

"Corruption is strongly contagious. The higher position and the more money a corrupter has, the more easily the corrupt practices can spread."

After stressing that corruption is "a serious disease that can even ruin the country," Chairperson Kim added that "it is the Commission that is given the responsibility to protect our society from this chronic disease."

She requested that the ACRC staff should "assess the effects compared with the costs and efforts that have been made so far, without making any adjustments, while coming up with measures to contribute to preventing corruption in Korean society."

While she was serving as Justice of the Supreme Court, Chairperson Kim made efforts to improve the rights of minorities and the socially vulnerable such as women.

Emphasizing that "a fair society is a society where no one feels unfair," Kim said the Commission should do its best to realize such a society by addressing public complaints and deliberating administrative appeals.

Born in Busan, Chairperson Kim Young-ran graduated from the School of Law of the Seoul National University in 1979, and was admitted to the Bar in 1978. She had worked as a senior judge at Suwon District Court, Seoul District Court and Daejeon High Court as well as a Justice of the Supreme Court of Korea from 2004 to 2010.
